Kleenheat Wesfarmers LPG

The Kleenheat Production Facility (KPF) in Western Australia underwent a successful re-rating of its hydrocarbon storage tank and secondary containment system, allowing for the storage of heavier non-refrigerated hydrocarbon products. The modifications ensured compliance with regulatory standards and increased operational flexibility. The project involved determining the new liquid’s specific gravity, updating capacity, maintaining design pressures, and proposing new design temperatures. Challenges included ensuring compatibility with existing infrastructure, adhering to regulatory standards, and conducting comprehensive assessments.

Project Brief

Outcome

The successful re-rating of the tank and secondary containment system allowed for the storage of heavier hydrocarbon products. These modifications ensured compliance with regulatory standards and increased operational flexibility at the KPF facility. Thorough engineering assessments provided valuable insights into structural integrity and stability, enhancing safety and reliability.

Background

The Kleenheat Production Facility (KPF) on Garden Island, Western Australia, operated by Wesfarmers Chemicals, Energy, and Fertilisers (WesCEF), under went a re-rating of an existing hydrocarbon storage tank and secondary containment system. Initially designed for refrigerated liquefied petroleum gas (LPG) storage, the tank required modifications to accommodate heavier non-refrigerated hydrocarbon products.

Project Objectives

The primary objective was to re-rate the tank and secondary containment to enable the storage of heavier non-refrigerated hydrocarbon products. Tasks included determining the maximum specific gravity of the new liquid, updating the tank’s nominal capacity, maintaining design pressures, and proposing new design temperatures. Additionally, a technical review of existing documentation and engineering assessments according to API standards was necessary.

Challenges

Key challenges included ensuring compatibility with existing infrastructure, adhering to stringent regulatory standards, and conducting comprehensive assessments to validate the modifications. Coordinating with stakeholders and managing potential disruptions to ongoing operations were also significant challenges encountered during the project.

Our Approach

A systematic approach was adopted, commencing with a detailed assessment of existing infrastructure and regulatory requirements. Collaborating closely with WesCEF, thorough engineering evaluations were conducted, and modifications were proposed in alignment with industry standards. Our approach prioritized safety, compliance, and operational efficiency, ensuring the successful implementation of the re-rating project while minimizing disruptions to facility operations.
